Senator Regan Announces $2.8 Million in State Funding for Economic Development Projects in 31st Senatorial District

(HARRISBURG) – The 31st Senatorial district has been awarded $2.8 million in state grants for three projects that will improve local transportation networks, improve community access to recreation areas, and encourage economic development, according to Senator Mike Regan (R-31, Cumberland and York).

Regan said the grants were awarded by the Commonwealth Financing Authority (CFA) through its Multimodal Transportation Fund which was created as part of Pennsylvania’s 2013 Transportation Funding Plan (Act 89).  The CFA was established in 2004 as an independent agency of the Department of Community and Economic Development to administer Pennsylvania’s economic stimulus packages.

“I am pleased that our region will receive state funding for important public infrastructure improvements, these projects will have a lasting impact upon our region,” Regan said. “These projects will enhance the quality of life for area residents by improving our transportation system, making our roads and neighborhoods safer, and creating hundreds of well-paying jobs.”

Projects that have received funding include: 

Cumberland County 

Rider Musser Development – $700,000 to develop transportation infrastructure at a new residential and commercial development in Upper Allen Township. Since the tracts of land have no existing infrastructure, Rider Musser plans to improve and construct multimodal aspects for both the commercial and residential portions of the project.

Phase I of the proposed project includes new local roads, sidewalks, traffic signs, storm water management, and street lighting. Offsite improvements near the residential development include road widening and lane additions at West Lisburn Road and Oakwood Hills Drive and road widening and curbs at the intersection of Oakwood Hills Drive and Mill Road.

Phase II of the proposed project consists of the mixed-use development components, including a new local road through the Oakwood Hills commercial development, street lighting, sidewalks, traffic signs, storm water management, and a pedestrian path. Offsite improvements for the commercial development include installation of a new traffic signal at Mill Road and West Lisburn Road, road widening and lane additions at West Lisburn Road, and road widening, curbs, and sidewalks along  Mill Road. The total project cost is $4,570,747.

Cumberland County Industrial Development Authority – $900,000 for improvements to East Penn Drive located in East Pennsboro Township. The Cumberland County Industrial Development Authority is partnering with 199 Associates, LP to increase accessibility to a new mixed-use development located on East Penn Drive. The current two-lane footprint of East Penn Drive is unable to safely handle the increased traffic and access to the development. Adams-Ricci Park is divided by East Penn Drive and a pedestrian/bicycle bridge will be built to connect the two sides of the park. Pedestrian/bicycle paths will be installed to connect existing areas with both Adams-Ricci Park and the proposed development, furthering the township’s goal of creating a fully-connected, pedestrian accessible township. The total project cost is $3,029,930.

York County 

Fairview Crossroads, LLC – $1.2 million for extensive transportation enhancements to support full build-out of Fairview Crossroads, a mixed-use development in Fairview Township. The development will feature hotels, multi-family residential units, casual dining, commercial offices and retail establishments.  The proposed project consists of construction to on-site and offsite roadways. Offsite improvements include a single lane roundabout at the current safety deficient intersection of Lewisberry Road, the 1-83 South ramps and the proposed primary entrance to the development, as well as a secondary entrance with turning lanes on Lewisberry Road. Onsite construction includes two township roads (with sidewalks), one from each proposed access point and two township crossroads that will provide circulation within the Fairview Crossroads development. The total project cost is $7,977,797.
